To my knowledge the fertilome liquid root stimulator is for new plants that our smaller in nature so they would have some roots already but not much. Also it says that it is very useful to use when transplanting your plants from stores or cuttings that have developed new roots it states that it works to not put the plant in shock while transplanting. It also helps smaller plants to grow stronger roots. From my experience it does seem to work very well.
